I don't think the idea of splitting the skills is bad, in general. It just needs a better configuration. The concept of spending points between the professional skills as you wish is great too: people of the same profession might have slightly different training, etc.
But I think racial/origin-based skills should be "unique", not something you can easily get from a profession.
Or change the racial bonus to some kind of "predisposition", so if you do end up with a certain skill (coming from your profession), it begins at a higher level. But it doesn't automatically grants you that skill.
E.g. Martians (or any other type) are generally good at Fast Talk, but it only "shows" if their profession is related to it. So a Martian picking a Rogue profession starts one or two points higher in Fast Talk than a mumbling Terran.
